VA 100% P&T: The Complete Benefits List for 2026
Hitting 100% is the finish line most veterans aim for — but surprisingly few know everything that comes with it. Beyond the monthly check, a 100% P&T rating unlocks health care, education money for your family, tax breaks, and dozens of discounts. Here's the complete 2026 checklist, federal first, then the state-level perks that often get missed.
Monthly Compensation (2026 rates)
The 100% rate as of the December 2025 COLA, tax-free:

Federal Benefits at 100% P&T
- CHAMPVA — full health coverage for your spouse and dependent children (your own care stays in VA health system)
- Chapter 35 (DEA) — up to 45 months of education benefits for your spouse and kids, roughly $1,500+/month stipend while in school
- Full VA dental (Class I) — any needed dental care, no cost
- Vocational Rehabilitation (Chapter 31) if employment goals exist
- Commissary, exchange, and MWR access — same as active duty
- Space-A travel on military flights when rated 100% permanent
- Free national park and federal recreation passes (Access Pass)
- No VA funding fee on VA loans — worth 1.25–3.3% of the loan amount; run numbers on the VA loan calculator
- 10-point federal hiring preference (CP/CPS) for you and eligibility for non-competitive federal appointments
- Survivor benefits — spouse eligible for DIC and Champus/CHAMPVA survivorship if service-connected death occurs
State-Level Benefits (the ones people miss)
These vary heavily by state — verify with your county Veterans Service Office:
- Property tax exemptions — Texas: full home value exemption at 100%. Florida: $5,000 + certain totals for P&T. Virginia: full real estate tax for 100% P&T. Illinois: up to $100,000 exemption. Most other states have meaningful amounts
- Free hunting/fishing licenses in most states
- Free or reduced vehicle registration
- State college tuition waivers for dependents (TX Hazlewood, CA, IL, and others)
- Property tax freeze in some counties regardless of exemption size
Discounts Worth Stacking
- Grocery & retail: many chains give 10–15% with VA ID — always ask
- Utilities: some power companies waive deposits and offer rate discounts
- Property tax and sales tax holidays in certain states
- Prescriptions: $0 copay for medications related to service-connected conditions at any rating; 100% P&T gets $0 for all
What "Permanent and Total" Adds Over Plain 100%
Plain schedular 100% and P&T pay the same monthly amount. The extras unlock with permanent status:
- CHAMPVA for dependents (requires P&T)
- Chapter 35 education for dependents (requires P&T)
- Most state property tax exemptions (require P&T)
- Protection from routine future re-examinations
If you're schedular 100% but not P&T and your conditions are genuinely stable or worsening, you can request a P&T determination — a good VSO can file this with evidence your conditions have stabilized.
How the VA Combined Ratings Table Works (why 90% + new ratings matter)
The VA doesn't add ratings, it combines them — which is why one more 40% condition often leaves you stuck at 90%. If you're sitting at 90% and one rating short, see the 90-to-100 explainer for the math and what actually pushes you over. The combined ratings calculator shows your real number instantly.
